1、下载net.sf.eclipse.tomcat.updatesite-2018-03-08.zip

2、解压缩，把plugins目录下的net.sf.eclipse.tomcat_9.1.3.jar拷贝至eclipse\plugins目录下。
3、配置tomcat。Eclipse -> Windows-> Preferences -> Tomcat，配置路径。
